soz m8 ,I know the canon EF-S 60 lens and it is way the sharpest lens in the world and the 40D is a great camera too ,try to use F11, ISO 400, Flash ,put elbos on your knees ,wall this will help you

your lens works best from F9 to F13 ,was this shot at F2.8 in the dark? and the camera at ISO 3200 ?
